§ 34.76 DUTIES OF CHIEF OF POLICE.
   The Chief of Police shall be primarily responsible for the direction and control of all personnel to assure the proper performance of duties in the enforcement of all laws and ordinances and to ensure the preservation of lawfulness and order within the police jurisdiction of the city. The duties of the Chief of Police will include, but not be limited to:
   (A)   The direction and control of personnel to assure the proper performance of duties and adherence to established rules, order, policies and procedures.
   (B)   The maintenance and discipline without laxity or discrimination.
   (C)   The responsibility for prompt execution or provision for execution of all duties prescribed by the City Manager.
   (D)   To provide for the promotion and stimulation of supervision on the part of supervisory personnel.
   (E)   Responsible for the proper organization and assignment of duties to assure the orderly performance of all police functions.
   (F)   To provide counsel with subordinate supervisors concerning the performance of their duties, and suitable action in the case of laxity, misconduct, incompetence, inefficiency, or neglect of duty which becomes known.
   (G)   Responsible for planning and dissemination of overall plans of action developed for activities of the Police Department.
   (H)   Responsible for budget preparation and the management of all department fiscal matters, and insurance that unnecessary waste and expense is avoided.
