(A) The Planning Board is hereby authorized to appoint such committees and employees, and to authorize such expenditures, as it may see fit, subject to limitations of funds provided for the Planning Board by the City Council in the annual budget.
(B) The Planning Board may set up special committees to assist it in the study of specific questions and problems.
