(A) Pursuant to Chapter 160D of the General Statutes of North Carolina, there is hereby created a Planning Board, which shall consist of seven members, five of whom shall be residents of the city and two of whom shall be residents of the extraterritorial area shown on the map entitled “City of Asheboro 2012 Revised Extra-Territorial Planning Jurisdiction Area” and recorded in the Office of the Randolph County Register of Deeds in Plat Book 135, Pages 28-34.
(B) All members of the Planning Board shall have equal rights, privileges and duties with the other members of the board to which they are appointed, regardless of whether the matters at issue arise within the city or within the extraterritorial area.
(C) The Planning Board may exercise the powers granted by this Code and other ordinances and by Chapter 160D of the General Statutes of North Carolina within the city and within the extraterritorial area shown on the map entitled “City of Asheboro 2012 Revised Extra-Territorial Planning Jurisdiction Area” and recorded in the Office of the Randolph County Register of Deeds in Plat Book 135, Pages 28-34.
