The City Manager shall appoint such inspection, administration and enforcement officers as may be necessary under the provisions of the Code relating to such matters as buildings, electricity, fire protection, food, health, plumbing, zoning and the like, and in doing so may designate appropriate officers of the city to serve in such capacities in addition to their other offices.
