§ 32.02 MAYOR PRO TEMPORE.
   In case of the death, absence, resignation or permanent disability of the Mayor, the Mayor Pro Tempore shall act as Mayor, and shall have all the rights and powers and perform all the duties of the Mayor. In case of vacancy, he shall receive the same salary allowed the Mayor, until the City Council calls an election and a successor has been elected and qualified.
