10-7-7: UTILITIES:
The subdivider’s/developer’s engineer shall coordinate with the affected utility companies to provide utilities with sufficient capacity to serve the subdivision. Design and construction shall be coordinated with the affected utility companies and the city’s infrastructure director. Utilities shall be constructed according to standards contained in the city’s design and construction standards for infrastructure. When city sewer and/or water are not furnished, Eddy County and state of New Mexico environmental regulations shall be followed.
   A.   Water: Where public or approved central water lines are available, a system shall be designed by the subdivider’s/developer’s engineer to furnish an adequate supply of water to each lot, with an adequate main line sized to serve required fire hydrants. New central water lines shall be looped into existing water lines to assure adequate water flow and pressure for public health, safety and wellness.
   B.   Sewer: Where public sewer lines are available, a system shall be designed by the subdivider’s/developer’s engineer to furnish an adequate sewer line service to each lot, with an adequate main line sized to serve the area.
   C.   Utility Service Lines: All utility service lines, including, but not limited to, gas, electric power, telephone and cable television, shall be located underground throughout the subdivision, wherever possible. The subdivider/developer will state whether the development will be provided with electric and natural gas utility services or only electric utility service at preliminary plat submittal.
