Any proposed amendments to this title shall first be reviewed by the planning and zoning commission for their consideration and recommendations. Their recommendations shall be forwarded to the city council for their consideration and final action at a public hearing, by ordinance. Prior to city council's final action, the ordinance shall be advertised in a newspaper of general circulation at least fifteen (15) days prior to the public hearing. (Ord. 982, 11-10-2015)
