The city planning and zoning commission shall consist of seven (7) members, appointed by the mayor and confirmed by the city council. The term of each of the appointed members shall be for two (2) years; except, that initially, four (4) members shall be appointed to serve for a one year term following the effective date hereof, and three (3) members shall be appointed to serve for a two (2) year term at the same time. Thereafter, all appointments to the city planning and zoning commission shall be for two (2) year terms, so that there will at all times be an overlap of tenures of the members of the city planning and zoning commission.
