Ordinances passed after the effective date of this code shall be incorporated into same at its annual revision, as hereinafter provided (or as directed by the Town Council). Said ordinances shall be passed as amendments or additions to this code, unless they are of limited or special application, or are otherwise deemed to be not a part of this code.
