§ 33.20 PURCHASING AGENCY.
   (A)   The Town Council (the “Purchasing Agency”) is established as the purchasing agency for the town.
   (B)   The Purchasing Agency shall have all the powers and duties authorized under I.C. 5-22, as may be supplemented from time to time by ordinances adopted by the Council and policies adopted by the Purchasing Agency.
   (C)   The Purchasing Agency shall act as the purchasing agency for every agency, board, office, branch, bureau, commission, council, department, or other establishment of the town.
   (D)   The Purchasing Agency may designate in writing any employee of the town as a purchasing agent:
      (1)   Town Council members;
      (2)   Clerk-Treasurer;
      (3)   First Deputy;
      (4)   Utility Supervisor;
      (5)   Full-time Electric Department employees;
      (6)   Water and Wastewater Superintendent;
      (7)   Full-time employees of Water and Wastewater Departments;
      (8)   Chief of Police;
      (9)   Officers of the Police Department;
      (10)   Fire Chief;
      (11)   Ambulance Director;
      (12)   Officers of Fire and Ambulance Department; and
      (13)   Park and Recreation Board.
   (E)   The above identified purchasing agents, except for the Utility Supervisor, shall make no purchases that exceed the sum of $2,500 without the express prior approval of the Town Council. The Utility Supervisor shall make no purchases that exceed the sum of $40,000 without the express prior approval of the Town Council.
