A franchise under this chapter is granted by the Town Council to a grantee purely for the purpose of using easements, streets, and highways of the town to erect and construct the grantee’s system and is not intended to convey any copyright or patent privileges whatsoever, nor is said franchise intended to give the grantee exclusive rights to construct a cable television system in the limits of the town.
