(A) No sale or transfer shall be effective until the purchaser, assignee, lessee, or transferee has filed with the Town Council a request, duly executed, reciting the fact of such sale, assignment, or lease, accepting the terms of this chapter and agreeing to perform all conditions thereof.
(B) In addition, the Town Council may require such additional proof of financial responsibility as it deems necessary upon investigation.
(C) The rights granted under this chapter shall not be sold or transferred by a grantee to any outside interest except upon written notice to the town not less than 30 days before such transfer or sale and subject to the approval of the town through its Town Council. Said approval shall not be unreasonably withheld.
