(A) In this chapter, when not inconsistent with the context, words used in the present tense include the future, words in the plural number include the singular number, and words in the singular number include the plural number. The word “shall” is always mandatory and not merely directory.
(B) For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
GRANTEE. The party or parties to which a franchise under this chapter is granted by the Town Council.
PERSON. Any person, firm, partnership, association, corporation, company, or organization of any kind.
SYSTEM. The entire cable television network located in the town.
TOWN. The Town of Argos, in the State of Indiana.
TOWN COUNCIL. The Town Council of the town.
