(A) The Town Council shall have all powers necessary for the custody, management, and operation of said utility under the provision of I.C. 36-9-2-14 et seq., and amendments thereto.

(B) The Council shall, by ordinance, establish rates and charges for water supplied by said utility to adequately provide for the operation, maintenance, depreciation, and repayment of indebtedness of said utility.
