(A) The town has two classes of service:
(1) A service to supply metered water to residential customers, industrial, and municipal users; and
(2) Nonresidential customers for commercial, industrial, municipal, fire protection uses, sprinkler installations, tank truck filling, contractors, and customers service other than residential.
(B) All services shall fall into one or the other of these classes.
