The collection of delinquent bills for sewage rates and charges shall be enforced in the manner provided by I.C. 36-9-23-32 through and including I.C. 36-9-23-34 and all amendments thereto. All bills for the rates and charges for sewer used in the town will be billed by the town, by and through its Clerk-Treasurer, on or about the first day of each month in each year, which bill shall include the rates and charges for the last preceding month. All bills for sewage services not paid within 15 days from the due date thereof as stated in such bills, shall be subject to a collection or deferred payment charge of 10%.
