A certain document, three copies of which are on file in the office of the Village Clerk, being marked and designated as the Zoning Code of the village, including Appendix Chapters, if any, be and is hereby adopted as the Zoning Code of the village, for the purpose of securing adequate light, pure air, and safety from fire and other dangers, that the taxable value of land and buildings throughout the village may be conserved, that congestion in the public streets may be lessened or avoided, that the hazards to persons and damage to property resulting from the accumulation or run-off of storm or flood waters may be lessened or avoided, and may otherwise be promoted, and to insure and facilitate the preservation of sites, areas, and structures of historical, architectural and aesthetic importance; providing for the issuance of permits and collection of fees therefor; and each and all of the regulations, provisions, penalties, conditions and terms of the Zoning Code on file in the office of the village hereby referred to, adopted, and made a part hereof, as if fully set out herein.
