§ 93.001 DEPARTMENT ESTABLISHED.
   (A)   There is hereby established a department of the municipal government which shall be known as the Street Department.
   (B)   A Street Superintendent shall be appointed by the Mayor with the advice and consent of the Village Board.
   (C)   The Street Superintendent may also be appointed the Superintendent of Water.
