§ 51.021 RESIDENTIAL AND COMMERCIAL WATER LEAKS.
   When it is determined that a residential or commercial water customer has a water leak on his or her property that has created an unduly burdensome water bill, the amount charged for water can be reduced to $50 plus the minimum monthly fee of $13 or the customer will be charged the average charge of the previous three months' usage, whichever is greater. This reduction will only be assessed by the Water Superintendent, after the above problem has been fixed, and not before.
