(A) Each licensee, so far as it is feasible, shall serve customers in compact areas in order to prevent several or more garbage vehicles driving up and down the same streets and areas.
(B) Each licensee is required to serve all persons desiring service in or in close proximity to the area in which he or she is giving service.
(C) This, however, shall not be considered as limiting the licensee to one area or as requiring all garbage in one area to be collected by one licensee.
