(A) No person, firm or corporation shall engage in the business of collecting garbage or be permitted to haul, convey or transport over and upon the streets of the village any garbage or other refuse as defined, or other material giving off noxious odors unless he or she shall be licensed therefor.
(B) No license shall be issued to a person not of good moral character.
