A sufficient number of patrol persons shall be appointed by the Mayor, by and with the advice and consent of the Village Board. A police officer may be appointed to office by the Mayor and Village Board if he or she meets the necessary qualifications, notwithstanding the fact that the police officer is not a resident of the village when appointed or when he or she is to serve as such an official.
