It shall be unlawful to locate erect, construct, reconstruct, enlarge, change, maintain or use any building, structure, or land in violation of any regulation in or any provisions of the chapter and any amendment or supplement thereto adopted by Council. Any person, firm or corporation violating any regulation thereto, shall be deemed guilty of a misdemeanor and upon conviction, shall be fined not more than $500 per day. Every day during with the illegal location, activities or maintenance continue shall be deemed a separate offense. The owner shall be liable when making improvements. The municipality has the right to recover any administrative or court costs associated with this section.
