Solid fencing or a wall shall be installed around any trash dumpsters or receptacles to provide year-round visual screening for the purpose of effectively shielding those units, and shall meet the following minimum standards:
(A) Screening shall be a minimum height of six feet.
(B) All four sides of the dumpster must be screened.
(C) The screen should incorporate access to the dumpster by using a wooden fence or another opaque device to serve as a gate.
(D) Fencing and/or screening around dumpsters shall be maintained in good condition and free of any advertisement.
