There is hereby established the Law Enforcement Trust Fund in which will be deposited sale proceeds of contraband and which funds will be expended for the following purposes:
(A) To pay the cost of protracted or complex investigations or prosecutions;
(B) To provide matching funds to obtain federal grants to aid law enforcement;
(C) To provide reasonable technical training or expertise; and
(D) For such other law enforcement purposes Council determines to be appropriate.
