§ 95.15 MAINTENANCE OF ALLEYWAYS.
   (A)   Undeveloped or unimproved alleys. Determinations on whether or not an alley is an improved alley shall be at the discretion of the Village Administrator and Street Superintendent. Before any maintenance activities will be assumed by the village an alleyway must be constructed as follows.
      (1)   The alley shall be excavated to such a depth as to remove any sod, organic materials and the like and the final surfaces shall blend into the surrounding surfaces.
      (2)   The pavement surfaces shall have a minimum width of ten feet and shall consist either of six inches of compacted ODOT 411 (Stabilized Crushed Aggregate) or four inches of compacted ODOT 404 (Asphalt Concrete).
      (3)   When asphalt is used, all construction joints shall be sealed with liquid asphalt.
   (B)   Routine maintenance. Standard maintenance activities shall include snow removal and grading in both the spring and autumn only on improved alleys.
   (C)   Improved alleys. Improved alleys are those which are surfaced with asphalt concrete, concrete or stone.
