(A) Whoever violates any provision of this chapter for which another penalty is not specifically provided shall be subject to the penalty as provided in § 10.99.
(B) In addition to other penalties imposed, whoever is convicted of any provision of this chapter shall pay a charge for picking up the animal of $20 for a first offense, $50 for a second offense and $100 for a third or subsequent offense.
