(A) The Office of the Administrator shall have the authority to issue, upon written application, approved by the Chief of Police, bicycle licenses. These licenses shall be effective until surrendered as hereinafter provided. Every license sticker shall have displayed upon it the registration number of the bicycle to which issued and the name of the Village of Archbold. The Police Department shall keep a record of the issuance of the licenses, to whom issued, the number thereof and the serial number and make of the bicycle. The Office of the Director of Finance shall keep a record of all fees collected for the issuance of the licenses.
(B) Upon the issuance of a license, the license shall be affixed and displayed on the bicycle in a position to be visible at all times.
