§ 71.04 IMPROPER PLATES OR REGISTRATION.
   (A)    It shall be unlawful to operate or park any vehicle upon which is displayed a license plate for any period of time which has expired or any license plate issued in another state for which the period or reciprocal agreement with the state of issue has expired.
   (B)    It shall be unlawful to operate or park any vehicle upon which is displayed a license plate not legally registered and issued for the vehicle or upon which is displayed a license plate that was issued on an application for registration that contained any false statement by the applicant.
   (C)    It shall be unlawful to operate any vehicle upon which is displayed the license plates assigned to the vehicle upon its registration by a former owner.

   (D)   (1)   Except as provided by R.C. §§ 4503.103, 4503.173, 4503.41, 4503.43 and 4503.46, no person who is the owner or chauffeur of a motor vehicle operated or driven upon the public roads or highways shall fail to file annually the application for registration or to pay the tax therefor.
      (2)   Whoever violates this division (D) is guilty of a misdemeanor of the fourth degree.

   (E)   Whoever violates division (A) through (C) of this section is guilty of a minor misdemeanor.
