SECTION 4.05 VETO.
   Except as otherwise provided in this Charter, each ordinance or resolution passed by the Council shall be signed by the President of Council or other presiding officer, attested by the Clerk and presented to the Mayor by the Clerk of Council, or by the Administrator in the Clerk's absence, within five (5) days after its passage for the Mayor's approval or veto. The Mayor's veto shall be addressed to the entire ordinance or resolution. If the Mayor shall disapprove of the ordinance or resolution described above, it shall be marked “vetoed” or “disapproved” and said ordinance or resolution shall be returned with the reason for disapproval stated in writing to the Clerk of Council or in the Clerk of Council's absence to the Administrator, within ten (10) days after the presentation of said ordinance or resolution to the Mayor. If the Mayor shall fail to return an ordinance or resolution to the Clerk of Council as being either approved or disapproved (vetoed) within ten (10) days after it is presented to the Mayor by the Clerk of Council or the Administrator, as applicable, such ordinance or resolution shall take effect without the Mayor's approval.
   Council may reconsider any ordinance or resolution disapproved or vetoed by the Mayor at any meeting of the Council held within sixty (60) days after it is returned to the Clerk of Council as disapproved (vetoed) by the Mayor, and if such ordinance or resolution, upon reconsideration, is approved by a vote of not less than two-thirds (2/3) of the members of Council, it shall take effect as either an emergency or nonemergency measure, as may be appropriate.
