(A) After the preliminary construction plans of a proposed subdivision have been approved by the Planning Commission, the subdivider or developer may improve a part of the entire area and submit a final plat for that improved portion to the Commission for approval.
(B) Whenever it is deemed necessary by the Planning Commission to defer the construction of any improvement, the subdivider or developer shall pay his or her share of the costs of the future improvements to the village, as determined by the Village Engineer, prior to the signing of the final plat by the Commission. The subdivider or developer may provide a separate performance bond or cash deposit for the completion of the deferred improvements upon demand by the village.
