If the construction or installation of any improvements or facility, for which a guarantee has been made by the subdivider or developer in the form of a performance bond, certified check, or cash deposit, is not completed within two years from the date of final approval of the plat, the subdivider or developer may request that the Planning Commission grant an extension of six months provided that the subdivider or developer can show reasonable cause for said time extension. The request shall be accompanied by a revised cost estimate of the construction to be completed and construction completion schedule. The guarantee shall be extended according to the revised completion schedule.
