The arrangement, character, width, and location of all thoroughfares or extensions thereof shall conform to the Archbold Thoroughfare Plan. Thoroughfares not contained in the plan shall conform to the Planning Commission's recommendation based upon the design standards described in this section. Such a street or highway must be suitably improved as required by these Regulations or guaranteed as such with a performance bond.
