(A) Subdivision design shall take into consideration the Village Comprehensive Plan and shall be based on a site analysis. To the greatest extent feasible, development shall be located to preserve the natural features of the site, to avoid areas of environmental sensitivity, and to minimize negative impacts upon and alterations to natural features.
(B) The following areas shall be preserved as undeveloped open space, to the extent consistent with the reasonable utilization of land, and in accordance with the following state and federal regulations:
(1) Unique and/or fragile areas, including wetlands, as may be defined in the Federal Water Pollution Act, as amended, and in the Ohio Environmental Protection Agency's standards.
(2) Land in the floodplain as identified and mapped using the Federal Emergency Management Agency's Flood Hazard Boundary Maps.
(3) Steep slopes more than 15% unless appropriate engineering measures concerning slope stability, erosion, and resident safety are considered.
(4) Habitats of endangered wildlife, as identified on federal and state lists.
(5) Historically and culturally significant structures and sites, as listed on the National Register of Historical Places.
(6) Land located within 300 feet of an existing oil or gas well.
(C) Development shall be laid out to avoid adversely affecting groundwater and aquifer recharge; to reduce cut and fill; to avoid unnecessary impervious cover; to prevent flooding; to provide adequate access to lots and sites; and to mitigate adverse effects of noise, odor, traffic, drainage, and utilities on neighboring properties. The placement of buildings in residential development shall take into consideration land topography, building height, orientation, and drainage.
