§ 151.401 GENERAL.
   This section shall guide and control the way streets, lots, rights-of-way, and other easements of a subdivision are arranged within its boundaries. These design controls shall help ensure the provision of convenient and safe streets, the creation of usable lots, the provision of space for public utilities, and the reservation of land for recreational uses. The planning of attractive and functional neighborhoods shall be promoted, minimizing the undesirable features of unplanned, haphazard growth. Additionally, this section shall provide standards applicable to the creation of site plans and un-platted developments. All detailed design drawings for a subdivision or site plan shall be signed and stamped by a licensed Ohio Professional Engineer.
