§ 151.103 POLICY.
   (A)   It is the policy of this municipality to consider a subdivision of land within its corporation limits and its subsequent development as subject to this municipality for orderly, planned, safe, and efficient community development.
   (B)   A proposed subdivision shall be of such character that it can be used safely for building purposes and shall not be subdivided until adequate facilities and improvements such as drainage, water, sewerage, and public open space are provided, or a performance bond is filed to assure that the required improvements will be made by the subdivider.
   (C)   The existing and proposed public improvements shall conform to and be in accordance with the proposals shown in the official Thoroughfare Plan, the Zoning Code, the Comprehensive Plan, and the Capital Improvements Program. It is also intended that these Regulations shall supplement and facilitate the enforcement of the provisions and standards contained in the aforementioned documents under this section.
