(A) Industrial wastes discharged to the POTW shall be subject to periodic inspection with a determination of character and concentration of such wastes. The determination shall be made as often as may be deemed necessary by the village. The user shall be responsible for the cost of collection and testing of the aforementioned samples.
(B) Samples shall be collected in such a manner as to be representative of the composition of the wastes. The sampling shall preferably be accomplished by the use of automatic sampling equipment capable of collecting composite samples. Every care shall be exercised in the collection of samples to insure their preservation in a state comparable to that at the time the sample was taken.
