(A) All measurements, tests and analyses of the characteristics of wastes to which reference is made in this chapter shall be determined in accordance with the latest approved edition of Standard Methods for Examination of Water and Wastewater, published by the American Public Health Association, unless such standards conflict with regulations promulgated by the U.S. Environmental Protection Agency under 40 C.F.R. Part 136, Guidelines Establishing Test Procedures for the Analysis of Pollutants, in which case, the regulations promulgated by the Environmental Protection Agency shall govern. Sampling methods, location, times, duration and frequencies shall be determined on an individual basis subject to approval by the Superintendent.
(B) All costs incident to sampling and analyses shall be borne by the user. Such cost incurred by the village on behalf of the user shall be billed annually to the user, based on the actual cost to the village, plus reasonable overhead.
