Prior to granting approval of the final plat by the Council, the subdivider shall have: (1) installed the improvements listed and described in the sections of this subchapter; or (2) furnished adequate performance bond or cashier's or certified check for the ultimate installation of said improvements in accordance with § 151.063(B); or (3) obtained the acceptance by Council of the petition of the subdivider for the construction of and the levying of assessments for said improvements in accordance with § 151.063(C).
