(A) The Village Administrator shall make contracts, purchase supplies and materials, and provide labor for any work under his or her supervision involving not more than $20,000.
(B) When an expenditure exceeds $20,000, the expenditure may come before Council in the form of a resolution to suspend formal bid procedures.
(C) Approval to begin the formal bid procedure for expenditures which exceed $20,000 are made by motion.
