§ 154.044 C-1, GENERAL COMMERCIAL DISTRICT.
   (A)   General description. This commercial district is intended for the conduct of personal and business services and the general retail business of the community. Persons living in the community and in the surrounding trade territory require direct and frequent access. Traffic generated by the uses will be primarily passenger vehicles and those trucks and commercial vehicles required for the stocking and delivery of retail goods.

   (B)   Uses permitted. Property and buildings in a C-1, General Commercial District shall be used only for the following purposes:
      (1)   Advertising signs and structures;
      (2)   Any use permitted in a R-1, Residential District;
      (3)   New and used automobile sales and services and public garages (provided no gasoline is stored above ground) and services conducted wholly within a completely enclosed building but not establishments as junk yards;
      (4)   Retail stores and shops which supply the regular and customary needs of the residents of the neighborhood and which are primarily for their convenience as follows:
         (a)   Ambulance services, offices, or garages;
         (b)   Arts schools (gallery or museum) and artist materials (supply studio);
         (c)   Automobile parking lots and commercial parking facilities;
         (d)   Baby shops and toy stores;
         (e)   Barber shops and beauty shops;
         (f)   Camera shops and photographer studios;
         (g)   Catering establishments;
         (h)   Clothing or apparel shops, dress shops, jewelry or notion stores, tailor shops, sewing machine sales (instruction), shoe repair shops;
         (i)   Dairy products or ice cream stores and candy stores;
         (j)   Delicatessens, meat markets, dry-goods stores, baked goods stores, and grocery stores;
         (k)   Department stores and variety stores;
         (l)   Furniture stores and interior decorating shops;
         (m)   Funeral parlors or mortuaries;
         (n)   Hardware stores, key shops, and appliance stores;
         (o)   Ice storage locker plants or storage houses for food;
         (p)   Laundry and cleaning establishments; self-service laundry or dry cleaning; and cleaning, pressing, and laundry collection agencies;
         (q)   Leather goods shops;
         (r)   Messenger or telegraph services;
         (s)   Music, radio, or television shops; radio and television sales and services; and musical instrument sales;
         (t)   Newspaper or magazine sales, book or stationery stores, and printing plants;
         (u)   Novelty shops, antique shops, and curio or gift shops;
         (v)   Nurseries or garden supply stores and florist shops;
         (w)   Office businesses;
         (x)   Optometrist sales and services and medical facilities;
         (y)   Pawn shops;
         (z)   Pet shops;
         (aa)   Pharmacies and drug stores or fountains;
         (bb)   Research laboratories;
         (cc)   Restaurants, not to include drive-ins;
         (dd)   Stock and bond brokers; and
         (ee)   Theaters and museums.
      (5)   Buildings, structures, and uses accessory and customarily incidental to any of the above uses provided that there shall be no manufacture, processing, or compounding of products other than such as are customarily incidental and essential to retail establishments; and
      (6)   Any other store or shop for retail trade or for rendering personal, professional, or business service which does not produce more noise, odor, dust, vibration, blast, or traffic than those enumerated above.

   (C)   Conditional uses permitted on review. The following uses may be permitted on review by the Planning Commission in accordance with the provisions contained in § 154.051(D):
      (1)   Bars;
      (2)   Private clubs;
      (3)   Liquor stores;
      (4)   Amusement and recreation enterprises; and
      (5)   Any use not otherwise authorized by this subchapter.

   (D)   Area regulations. The area regulations for dwellings shall be the same as the requirements of the R-1, Residential District. The following requirements shall apply to all other uses permitted in this district:
      (1)   Front and side yard. There are no specific front or side yard requirements for uses other than dwelling.
      (2)   Rear yard. There shall be provided an alley, service court, rear yard, or combination thereof of not less than ten feet in width.
      (3)   Area for off-street parking. Buildings shall be provided with a yard area adequate to meet the off-street parking requirement set forth in §§ 154.048(E) through (H) and 154.049.

   (E)   Height regulations. No building shall exceed two and one-half stories or 35 feet in height except as hereinafter provided in § 154.047(E).

   (F)   Screening regulations. Ornamental screening shall be provided by all uses permitted by providing a solid wall of not less than seven feet in height when abutting a residential district. For the purposes of this subchapter, abutting shall include a residential district separated by an alley.
