(A) Said Town Planning Commission, acting as a Zoning Commission, shall recommend to the Town Board of Trustees appropriate regulations to be adopted and enforced within said town and with reference to the zoning thereof.
(1) The Planning Commission shall make a preliminary report and hold public hearings thereon before submitting its final report to the aforesaid legislative body.
(2) Such legislative body shall not hold its hearings or take action thereon until it has received the final report of such Zoning Commission.
(B) Applications for changing zoning classifications from one district to another shall pay fee, to be determined by motion or resolution of the legislative body of the town, to defray the publication and other administrative charges as maybe incurred, but in no event will the charge be less than $75.
