§ 154.003 QUORUM.
   Four members of the Town Planning Commission or Zoning Commission shall constitute a quorum for the transaction of business. Provided, however, no action shall be taken and be binding upon said Commission unless concurred in by not less than a majority of all members comprising said Commission.
