(A) Statutory authorization. The State Legislature has, in 82 O.S. §§ 1601 et seq., delegated the responsibility to local governmental units to adopt regulations designed to minimize flood losses.

(B) Lands to which this chapter applies. This chapter shall apply to all areas of special flood hazard with the jurisdiction of the town.
