§ 30.26 ADOPTING ORDINANCES; ADOPTION BY REFERENCE.
   (A)   (1)   The enacting clause of all ordinances passed by the Town Board of Trustees shall be: “Be it ordained by the Board of Trustees of the Town of Arapaho, Oklahoma,” and all ordinances proposed by the voters under their power or initiative shall be: “Be it ordained by the People of the Town of Arapaho, Oklahoma.”
      (2)   All proposed ordinances shall be considered at a public meeting of the Town Board. A vote of a majority of all the Trustees shall be required for final passage.
      (3)   The Mayor shall have no power to veto any ordinance.
      (4)   Every ordinance, except those for appropriation or monies, shall be published by title or in full within 15 days after its passage in a newspaper of general circulation within the town or county or posted in ten public places within the town.
      (5)   Every ordinance, except an emergency ordinance, shall become effective 30 days after its final passage unless it specifies a later date.
      (6)   An emergency ordinance is an ordinance which, in the judgment of the Town Board of Trustees, is necessary for the immediate preservation of the peace, health, or safety and which should become effective prior to the time when a regular ordinance would become effective. Every such ordinance shall contain, as a part of its title, the words “and declaring an emergency” and, in a separate section (herein called the emergency section), shall declare the emergency. The Town Board of Trustees shall vote on the emergency section separately and must adopt the emergency section by a vote of at least three-fourths of all the members of said Town Board. An emergency ordinance shall take effect upon final passage, unless it specifies a later date.

   (B)   The Town Board of Trustees, by ordinance, may adopt codes, ordinances, and standards by reference relating to building, plumbing, and electrical installations and other matters which it has the power to regulate. Such a code, ordinance, or standard so adopted need not be enrolled herein; provided, one copy is filed and kept in the office of the Town Clerk.
