§ 30.21 POWERS.
   Except as otherwise provided in this code of ordinances, all powers of the municipality, including the determination of matters of policy, shall be vested in the Town Board of Trustees; said Town Board shall have and may utilize all of the powers granted to the municipality and said Town Board by state laws.
