§ 30.03 GENERAL MUNICIPAL POWERS.
   (A)   The town shall have all the powers, functions, rights, privileges, franchises, and immunities specifically granted to municipalities (not prohibited by the state laws and constitution) and all the implied powers necessary to carry into execution all the powers granted.
   (B)   In accordance with state provisions, the town shall have the power to adopt a corporate seal and alter the same; to sue and be sued; to make contracts; to grant, extend, and renew franchises; to issue bonds; and to accept and administer federal and state grants-in-aid; and to ordain and enforce local legislation for the proper organization and functioning of municipal government, for the preservation and enforcement of good government and order, for the promotion of the common welfare, and for the protection of health, life, peace, safety, morals, and property.
   (C)   The enumeration of particular powers of this code of ordinances shall not be deemed to be exclusive or limiting. In addition to the powers enumerated herein or implied hereby, the town shall have all powers which, under the state laws and constitution, it would be competent for this code of ordinances specifically to enumerate.
