(A) In addition to any duties previously outlined, the owner of any animal shall have the following additional responsibilities.
(B) Owners shall:
(1) Owners shall exercise proper care and control of their animals to prevent them from becoming a public nuisance;
(2) Owners shall provide proper care and treatment of their animals; and
(3) Owners shall not abandon their animals.
