(A) If pretreatment or control is required, the approving authority shall review and approve the design and installation of equipment and processes. Standards for review shall be consistent with the standards adopted by the State Department of Environmental Quality.
(B) Any person responsible for discharges requiring pretreatment, flow-equalizing, or other facilities shall provide and maintain the facilities in effective operating condition at his or her own expense.
