Consumers taking water from the town shall, at all reasonable hours, grant any person authorized by the Town Board free access to all parts of the premises to which water is delivered for the purpose of inspection and examination of fixtures or to read the meters. Occupied premises that are not accessible shall be required to make said premises accessible and shall be assessed a fee of $50 per visit when accessibility is denied.
